LIHEAP

AssistanceThe New Jersey Low Income Home Energy Assistance Program (LIHEAP), which is administered by the New Jersey Department of Community Affairs, helps you pay for heating costs and may cover certain medically-necessary cooling expenses. Even if your heat is included in your rent, you may qualify, if you meet the eligibility criteria. ( FY2023 USFHEA Factsheet - English.pdf (nj.gov) )  You may submit an application for LIHEAP from November 1 through April 30 here.( heaappl.pdf (nj.gov) ) When you apply for LIHEAP, you are also automatically applying for the Universal Service Fund (see directly below), that covers natural gas and electricity. For more information, please call 1-800-510-3102.

USF (Universal Service Fund) - Energy

The State of New Jersey Universal Service Fund (USF), (nj.gov/dca/dhcr/offices/usf.shtml )   administered by the Department of Community Affairs (DCA), was created by the Board of Public Utilities (BPU) to help make energy bills more affordable for qualifying households whose annual household income is at or below 400% of the Federal Poverty Level (FPL). USF helps make energy bills more affordable for low income customers. If you are eligible, USF can lower the amount you have to pay for natural gas and electricity. When you apply for LIHEAP (see directly above), you are also automatically applying for USF.
For more information about USF, please call toll free at: 1-800-510-3102.

NJ SHARES

NJ SHARES is a non-profit corporation that provides grant assistance to individuals and families living in New Jersey who are in need of temporary help in paying their energy bills. To qualify for NJ SHARES, a person or family must be facing a financial crisis. Upon approval, recipients may receive a one-time grant of up to $700 for their heating source or utility.
Please call NJ SHARES at 1-866-657-4273, email them at info@njshares.org, or visit them at www.njshares.org.

Comfort Partners

The New Jersey Comfort Partners Program is a free program that helps income-eligible customers reduce their utility bills through implementing cost effective measures which save energy and money while improving their home's safety and comfort at no cost to them.
For more information, please call 1-800-915-8309 Option 1 or click here.

Winter Termination Program

The Winter Termination Program protects specific categories of customers from having their water, wastewater, gas or electric shut off between November 15 and March 15 of each year. Those enrolled in certain programs (including Supplemental Security Income, Temporary Assistance to Needy Families, USF, HEAP and Lifeline) are protected by the Winter Termination Program, but customers must call their utility company and request WTP protection. An additional “catch-all” category is also included for those who are unable to pay their utility bills because of circumstances beyond their control, such as unemployment or illness. The Winter Termination Program is administered by NJBPU.

For more information about the Winter Termination Program, please call 1-800-624-0241, contact your utility provider, or click here. (nj.gov/dca/dhcr/offices/wintertermination.shtml )

Equal Payment Plan

Sometimes affordability is as simple as an equal payment plan or budget plan. Call your utility or oil provider and ask to be placed on an equal payment plan, so that you can pay the same amount every month and avoid high spikes in your bill.

Lifeline Program

Lifeline provides an annual energy benefit to qualified seniors and the disabled. The benefit can help eligible homeowners and renters with electric and/or natural gas costs. You can apply for Lifeline by using the NJSAVE application, available at ( Division of Aging Services | NJSave Programs )  For more information about Lifeline, call 1-800-792-9745.  Annual income must be less than $53,446 Single or $60,690 Married.
