LIHEAP
The New Jersey Low Income Home Energy Assistance Program (LIHEAP), which is administered by the New Jersey Department of Community Affairs, helps you pay for heating costs and may cover certain medically-necessary cooling expenses. Even if your heat is included in your rent, you may qualify, if you meet the eligibility criteria. You may submit an application for LIHEAP from November 1 through April 30. When you apply for LIHEAP, you are also automatically applying for the Universal Service Fund (see directly below), that covers natural gas and electricity. USF (Universal Service Fund) - Energy
The State of New Jersey Universal Service Fund (USF), administered by the Department of Community Affairs (DCA), was created by the Board of Public Utilities (BPU) to help make energy bills more affordable for qualifying households whose annual household income is at or below 175% of the Federal Poverty Level (FPL). USF helps make energy bills more affordable for low income customers. If you are eligible, USF can lower the amount you have to pay for natural gas and electricity. When you apply for LIHEAP (see directly above), you are also automatically applying for USF.

Temporary Relief for Utility Expenses (TRUE)
The Affordable Housing Alliance (www.housingall.org) is the administrator for the Temporary Relief for Utility Expenses (TRUE) program. The TRUE program, funded by the Board of Public Utilities (BPU), is an ANNUAL assistance program and is designed to help low to moderate income households across the state of New Jersey who are experiencing economic hardship and struggling to pay their electric and natural gas bills.
The TRUE energy assistance program benefits homeowners and renters who are NJ residents; are not receiving HEA benefits within the current heating season, not currently receiving USF benefits, facing a crisis situation that includes a documented notice of overdue payment for gas and/or electric service, and have a past history of making regular payments towards their utility bills.
Affordable Housing Alliance has partnered with Affiliate agencies in the different counties to assist local clients in completing the application process. Click here for a list of agencies.
Clients who have previously received a TRUE grant will be able to re-apply for utility assistance, one year after their last utility grant, of the same type. All program requirements must be met and all supporting documents will need to be re-submitted.
Note, grant recipients from the prior TRUE program (which terminated March 4, 2015) can re-apply for the new TRUE program 12 months after their last True award date. All program requirements must be met and all supporting documents will need to be re-submitted.
Clients who have previously received a PAGE grant will be able to re-apply for TRUE utility assistance, approximately 60 days after their last utility grant. Note, all PAGE program requirements must be met and all or some supporting documents will need to be re-submitted.
Payment Assistance for Gas and Electric (PAGE)

NJ SHARES
NJ SHARES is a non-profit corporation that provides assistance to individuals and families living in New Jersey who are in need of temporary help in paying their energy bills. To qualify for NJ SHARES, a person or family must be facing a financial crisis and not be eligible for welfare or other income-based energy assistance programs. Recipients must also have a history of good-faith payments of their utility bills. Applications for NJ SHARES grants can be made at any of the more than 150 participating social service agencies throughout the state. Upon approval, recipients may receive a one-time grant of up to $700 for gas and up to $300 for electric (or up to $700 for an all-electric home).

Comfort Partners
This Program is designed to improve energy affordability for income eligible households through direct installation of free energy efficiency measures and education about steps everyone can take to save energy. Participants are asked to partner with the program to develop and carry out a household energy savings Action Plan.

Winter Termination Program
Administered by the BPU, the Winter Termination Program (WTP) protects specific categories of customers from having their gas or electric shut off between November 15th and March 15th. Those enrolled in specific programs (such as SSI, Temporary Assistance to Needy Families, USF and Lifeline) are protected by WTP, and an additional "catch-all" category is included for people unable to pay their utility bills because of circumstances beyond their control such as unemployment or illness

Citizens Energy / JOE-4-OIL
What is the JOE-4-OIL Heat Program?
The Oil Heat Program offers free heating oil to people in financial need who can't afford to pay their heating bills. Each eligible household is allowed a one-time delivery per heating season of 100 gallons of home heating oil for free.

Equal Payment Plan
Sometimes affordability is as simple as an equal payment plan. Call your service provider and ask to be placed on an equal payment plan, so that you can pay the same amount every month and avoid high spikes in your bill.
Lifeline Program
The Lifeline Utility Assistance Program is for eligible low-income senior citizens and the disabled. Lifeline benefits help eligible homeowners and renters with electric and natural gas costs. You may apply for Lifeline by filling out the PAAD application. Call 800-792-9745 or visit the website at www.nj.gov/health/ and click on "Senior Benefits" for more information.

Telephone Assistance
The telephone assistance program provides a discount on your monthly bill. Eligibility is determined based on your income or participation in other assistance programs. In general, if you participate in any of the following programs you also may qualify for telephone assistance: Supplemental Security Income (SSI), Temporary Assistance to Needy Families/Work First New Jersey (TANF), General Assistance, Lifeline Utility Credit/Tenants Lifeline Assistance, Pharmaceutical Assistance to the Aged and Disabled (PAAD), Supplemental Nutrition Assistance Program, Home Energy Assistance Program (LIHEAP/HEAP), Medicaid, Federal Public Housing Assistance, National School Lunch Program.
Telephone assistance is available to you if you are a qualified residential telephone customer. Have Your Home Weatherized
What is Weatherization?
Weatherization is the installation of home energy efficient measures to help reduce energy bills.
Eligible participants are provided with:
1) A free home energy audit to see how energy efficient a home is and how much money can be saved on energy bills through weathization.
2) Installation of recommended free energy efficiency measures, which may include energy efficient applicance replacement at no cost.
There are two free Weatherization programs in New Jersey:
COMFORT PARTNERS: Comfort Partners is an energy saving and education program from qualifying low-income customers sponsored by the Board of Public Utilities' NJ Clean Energy Program. Call 888-773-8326 or go to: www.njcleanenergy.com and click on "Residential" (electric and gas heat only).
WEATHERIZATION ASSISTANCE PROGRAM: This department of Community Affairs program assists qualified, low income households in weatherizing their homes, improving their heating system efficiency and conserving energy. Federal & State Earned Income Tax Credit (EITC)
The amount of the EITC depends on your total earnings and family size. If you receive the federal EITC and earn less than $20,000 a year, you may be eligible for the state EITC.
